New Executive Order to prevent COVID-19: What changed?

Governor Pedro Pierluisi announced the new governmental measures that will be adopted in the next executive order to prevent the spread of COVID-19 in Puerto Rico.

The order will be in place from Monday, February 8 until Sunday, March 14, 2021.


The curfew will be in effect from 12:00 a.m. to 5:00 a.m.


Businesses will be allowed to open until 11:00 p.m.

Business Occupancy

The maximum business occupancy was extended to 50%.

Businesses must continue to observe distancing and masking rules.


The maximum occupancy in restaurants remains at 30% and six feet of clearance must be maintained between tables.

The Governor urged businesses to register in the Department of Health’s Bio Portal to monitor exposed and confirmed cases.


Pools may remain open up to 50% of their maximum capacity. This will be subject to keeping social distancing and other prevention measures in place.

In-person assemblies will be permitted in condominiums. The holding of assemblies shall be subject to the provisions of the Department of Consumer Affairs (DACO).

The DACO Secretary’s Office may impose other measures it may deem necessary for condominiums subject to the Horizontal Property Regime.

Alcohol in Swimming Pools and Beaches

The consumption of alcohol is still prohibited in pools and beaches.


The maximum occupancy of 30% in movie theaters is maintained.

Non-contact recreational activities

The Department of Recreation and Sports (DRC) will regulate physical activities through a memorandum that will be presented tomorrow (Friday).


The Department of Health, in collaboration with the Department of Corrections and Rehabilitation (DCR), shall establish a protocol to allow visits to persons deprived of their liberty.


The goal is that there will be a gradual reopening starting in March 2021.

Before the opening, Puerto Rico’s Governor expects a series of protocols from the Department of Health and the Department of Education.

The Governor noted that by mid-March, a large part of the school staff should be vaccinated.

The Governor also urged schools in the private education system to register in the Bio Portal.
